Missouri data center projects in government records, 2026
7 data center projects found in Missouri government records dated April 26 to October 26, 2026: Missouri DNR air permit applications and issued permits, Franklin County rezoning orders, and a City of Ferguson bond ordinance. 4 state equipment counts, including 483 generators proposed in an Amazon application near New Florence and 15 permitted gas turbines for a power plant the City of Independence says will supply the Nebius campus. Every project links to its government record.
Montgomery County and St. Louis city pages blocked automated reading, the Kansas City plan commission records could not be opened, and Public Service Commission dockets named no project, so projects in Kansas City, St. Louis city and much of rural Missouri may be missing. This is a sample, not a complete list.
Warrenton Data Center (22151 NW Service Road)
Warrenton, Warren County, Missouri

- Permit issued. DNR issued construction permit 102026-007 for project 2026-05-031 on Oct 8, 2026, with a site limit of less than 40.0 tons of NOx a year. The permit says the data center will be mainly grid powered.
- Equipment stated
- Permitted: four Tier II CAT 3516E diesel emergency generator sets, each rated 3.0 MW, and two Clarke diesel fire pump engines rated 0.3 MW each, plus diesel belly and storage tanks.
Diamond Farms (Gateway Digital Campus), south side of I-44 between Highway 100, St. Mary's Road and Robertsville Road
Boles Township near Gray Summit, Franklin County, Missouri
- Record
- Rezoning orders 2026-256 and 2026-255 (W and R to A), County Commission meeting agenda, Sep 15, 2026. franklinmo.gov

- Stage
- Zoning approved. The Planning and Zoning Commission recommended approval 8 to 1. The County Commission approved rezoning for the Gateway Digital Campus on Sep 15, 2026, reported by Spectrum News. The same agenda carries Order 2026-254, which permits data centers in the G and A districts.
- Equipment stated
- None stated in the records we opened.
Beltline Energy data center site (matched at medium confidence to BLE Landholdings), end of Phelan Road north of Highway O
Calvey Township south of Pacific, Franklin County, Missouri
- Record
- Rezoning order 2026-257 (W to A, about 490 acres), County Commission meeting agenda, Sep 15, 2026. franklinmo.gov
- Applicant as named
- BLE Landholdings, LLC (order). The order does not state a use. The data center use and the Beltline Energy name come from Spectrum News; we matched BLE Landholdings to Beltline Energy at medium confidence, by township, Highway O and the 4 to 5 Planning and Zoning vote, not by name
- Stage
- Zoning approved. The Planning and Zoning Commission vote failed 4 to 5, so the rezoning was not recommended. The County Commission approved rezoning for the Beltline Energy project on Sep 15, 2026, reported by Spectrum News.

- None stated in the records we opened.
Next Revolution Technologies redevelopment with data center, former Emerson campus (8000 West Florissant Avenue)

The City Council approved the plan 4 to 3 on Sep 22, 2026, reported by St. Louis Public Radio (Sep 23, 2026), which also reported a potential future expansion for a 300 MW data center on the campus.
- Equipment stated

Independence Power Station 1 (21421 East Truman Road), power plant the City of Independence says will supply the Nebius data center campus
Independence, Jackson County, Missouri
- Record
- Air construction permit 072026-012 for a power plant, Missouri DNR Air Pollution Control Program, issued Jul 31, 2026. The permit does not mention a data center. dnr.mo.gov
- Applicant as named
- IPP Truman LLC, Dallas, Texas (permit). The permit does not mention a data center. The tie to the data center comes from a city government record: the City of Independence data center FAQ says the Nebius campus will need at least 800 MW, supplied by a new facility developed by Independence Power Partners at the City's retired Blue Valley Power Plant site. The FAQ does not name IPP Truman LLC or this permit; the match is by developer name and site.
- Stage
- Permit issued. DNR issued the permit on Jul 31, 2026 for a natural gas plant at the former Independence Power and Light Little Blue Valley coal plant site, as part of Phase 1 of the redevelopment of that property. The city FAQ says the plant will be built in phases and the initial phase will deliver 200 MW. The City Council approved a Chapter 100 tax abatement for the Nebius campus on Mar 2, 2026, before this window.
- Equipment stated
- Permitted for the power plant: fifteen Solar Titan 130 simple cycle natural gas combustion turbines rated 17.8 MW each (267.5 MW total) with SCR and oxidation catalysts, a 9.90 MMBtu/hr fuel gas heater, and one 500 kW diesel emergency generator. Data center equipment: none stated in the records we opened.
